Really its up to you in the end, its either more protection or more damage. I'd personally prefer the extra damage because dendes need as much as they can get. I know many dendes who prefer Kami's Splendor, so your better off taking that.
If your going PVP - then Kami Splendor is the way to go.

Depends on what you want,kami's barrier even at max is pretty useless after level 40 expecially in TMQ,CCs,and dungeons where even normal mobs deal much damage even with much defense on your gear,i'd say kami's splendor even if you're a full support,at least you can let your people resist so they can let you take off the aggro and spam AoE healing skill like hell.Plus,Kami's pslendor is useful if you need some PvP entertainment.
