well assuming that you use:
full rp on scouter
dex and lp% abs on gear
cooldown earrings 23 x2
cooldown rings 8 x2
the rest, up to you COn focus,what you want

you can spam mostly of skills, just need first stun, use atk speed buffs or needles and be a beast
-if you face a reflect user like a sk (maybe dont have any chance)but you have to rely on your rp and charge fast~ for spam KDs ~ and take him out of ring + use SGKA for make some dmge.
if you want **** off SGKA and go for Spirited roar or might~

its ok. not the best for pvp but if it suits ur gameplay style than go for it.
final flash and big bang attack arent anything special, when i used pve build on my fighter i had them maxed and the damage was very nice at lvl 4.
for pvp get rid of them, better blitz fist for higher attack speed

i want it for pve and tmq

I've always Liked Might more then Spirited Roar I tried both and even in my speed build I use it and I don't see much difference people still die in seconds.

For PvE you don't need max CD reduction. Just one or two SP will do. You can spend the points to either max Final Flash or Storm Strike.
For PvP you need to have your CD reduction as high as possible to spam Thunder and Blitz Fist. Instant Transmission and Kaio-Ken aren't needed so take those out.
