The dragon summon for the poko class in DBO is somewhat usefull in terms of PvE, but in terms of PvP it is completely useless in my eyes.
Reasons being
1:By the Time you summon it in a solo PvP match you're probably already dead
2:The skills don't do decent DMG
3:Speed pokos are all the rage
for every single sp you give the skill ur dragon learns an attack....at max he gets a buff which increases energy attack a lot...but only for a few seconds....so he can buff you too but you cant decide when....it uses the skills by his own. But you can decide which skill to let active so he may uses them during fight.
I have a poko too but i am speed poko for dungeons (PvE) I just turn off all attacks and give him speed buffs... he ist really fast and makes at max. good dmg. But i just maxed the purple dragon which flys and uses energy attack...not the melee hulk one xD
He is really usefull at quests for example at Papaya island where you have to kill many mobs for that stupid 0/15 quests....aaand you can quest faster than a dende....

that answered allot ....now ..which one should i max? the one on the left or the one on the right ? and my gear affects him?
I do not have any experience with Pokos but if I had to max one I would max the flying dragon for 2 reasons.
1. It fights from long range. Put your AS buff on and literally destroy tons of mobs from the center and work your way out. Both dragons can tank, but only one has the advantage of attacking from a distance.
2. Speed parties. Speed parties literally are the way to go now for CC, Kraken, Cell-X and other end game content. Speed parties consist of classes that have Attack Speed buffs and most are usually spiritualist-type classes that can auto attack from a long range. Having a flying dragon is almost like having another party member as well as being a tank.
This is what I have experienced while playing alongside a Poko. I've done several CC runs with Koreans and that is literally most of their mentality.
