One question... what is the difference betwen a Korean number and another kind of number?
I mean, I know they are different but... will they ban those numbers? What if a korean has, for example, an italian number?(he won't be able to play, most probably).

All phone numbers have some sort of geographical data. They can tell where it's from. They also have a list of the first 2 digits that they'll accept. You can't just type anything in there.
If a Korean was living in Italy and wanted to authorize he would be forced to use something other than the phone method.
