Post a screenshot of your error. Vista can be used to play this game, the only thing you wont get is the Korean characters unless your using ultimate or enterprise.
As for me, I am still waiting for kr friend. While that happens I am trying msyelf to authenticate by finding nice koreans. I found three which were willing to help but apparently they did not have cellphones.

hmm... did you try translating it? Just press ctrl+c on the window and put into google translate or post it here maybe I can translate and decipher it.
It say: Temp4566 "Dragonball Online is already running a launcher." I try use alt+crtl+del and close this windows or something, but thatd don't work... This Temp4566 error will come up, after the dbo launcher flashes for less than a second, and I have all the active X plugins installed. All drivers for graphic card, directx10 etc...
hmm... open task manager (ctrl+alt+del) and go to the processes tab. Select dbo.exe or dbolauncher.exe and end the process. Then try whatever you were doing. If it still doesn't work then reinstall the client. I had to face this a bit in last beta.
It is much faster than using the Netmarble Downloader. Also if you use this program called Flashget to download form the link I provided you should have the download finished in a matter of minutes/hours
On an unrelated matter, I managed to patch and gameguard my client (don't ask me how) but I still can't play because I still don't have an authenticated account.
