Did you get this quest from the Guild Manager in Kokkara?
I'm pretty sure that this quest requires you to fight in a ranked battle (earliest place to do this is in Kokkara right behind the Guild and Dogi Managers at either of the two machines: Object 1F41 or 1F40). Right click one of these machines, click Private, click Sign in now, and wait until an opponent within 3 levels of you also signs in (or you can hunt down people who are within 3 levels of you to try to get them to sign up). The machines continuously let you know every minute whether or not someone appropriate has signed up.

Hey guys im stuck on this quest that you get from the weapon upgrade guy.
I have tried upgrading a weapon but that finished a different quest...
Any ideas?

For this quest you must go back to the Weapon Upgrade Merchant and click the 2nd option with the sword/dagger icon and the word "Item" translated for you (1st option with sword/dagger icon = Strength Upgrade). After that, another window will pop up with a picture of an anvil. Click on the anvil, then click on an item in your inventory (I did it on a piece of armor). Doing so will complete the quest and also turn that item into an object that you can use for crafting.
