Most mmos give it to you in the mail, either for the first character you create, or across every character.
Last game I played that did that was Grand Fantasia, all I ended up getting was a cape and a sign post that had the word "no0b" on it.
Cape looked pretty cool...
Who knows what DBO plans to do or how they'll do it. Expect to find out either just before the beta or after. The only reason I'd find the answer to the question important is if your decision to play is based on what you'll receive.
