Super Saiyan 2 (and other transformations) is always a possibility. Those who say otherwise are just saying it out of hate of the idea of Humans having remnant Saiyan DNA. NTL themselves even stated that nothing is out of the realm of possibilities with future updates.
If anything, though, I don't think second-tier transformations would come in for a while. At least not until after a level 80 or higher cap or so.
Anyway, it's pretty cool to see a Cell-like monster in the game. It's kind of strange, though, that the first appearance will not be inside a Time Machine Quest, but rather in a dungeon built for the guy Krillin had to fight in the original Dragon Ball series.
