That shows he has potential. It does not show how much. As I said, in order to measure a character's potential you must watch their progress over a given period of time.

I chose Yajirobe because without training from a high tier master, he was able to slice Cymbal in half and after being trained by Kami, was skilled enough to slice through Vegeta's tail, even though Vegeta's PL would of been multiple times higher than his.

However since we don't even have enough information to make a line graph for Yajirobe we cannot even begin to predict the trend.

Even a rough estimate would be based on sooo many variables. It wouldn't even be worth estimating..Nor could it correctly.
Example. Pre Raditz Goku's potenial wouldn't be as high as post Goku.. Without a variable such as Saiyan lineage, Goku's power wouldn't even be a quater of what it became.
I view it like this. If I exclude my knowlegde of Yajirobe pior to his fight with Cymbal. That how I would try to guage his future power.
I do understand what you mean about Growth and potenials. Especialy if you talking about it from an economic stand point. But when it comes to media such as animes and comics. The story isn't logical enough to use that could of rational.

That's basically the main reason why he stopped training. Not because of laziness, but because of his training being pointless. He knew he would never match Goku or even achieve Tiens level. Goku once offered Yamcha to train together before the android saga, but he turned down his offer. Maybe this was his biggest lifetime mistake.
Yajirobe in dragonball was strong and kind a badass despite his lazy ass. In Dragonball z he became coward as it served as a comic relief to the series.
As much as like Toriyama's work I kind a hate how once strong and admirable characters became nothing more but a jokers.

Like how Roshi was about to fight Broly, turned into a joke. And the androids destroying Yamcha faster than 1, 2, 3. Lets not forget the Saiyan Saga where everyone but Goku and Gohan got destroyed with ease.
