There are many issues with this site. I can name some:
1. It doesn't move forward.
Yes game died, everyone cried and sh* , but it is time to move on already.
Changes we get to see? None. No changes at all. How can people be active is this site when it still clings to something that is already dead? Add new forum sections, we can talk about anything really. Site feels abandoned because it is abandoned by its leader.

The problem with this is we can only really convert the site into something about dragonball, a dead anime. There are already so many dragonball fan sites out there, why make another. As of now the site has no real theme and anything can be discussed. Just no one really makes threads.

2. Rules are b*.
It should work the same way for everyone, but it just doesn't. Why? First of all it is forum, where people should be able to discuss things they think are important to discuss. What happens with some special threads that some certain people doesn't like? They get locked/deleted. No freedom for free speech.
Thats why people think site is corrupt in the first place. Allow people to talk. Also going of topic rule... it is bs. Why? Because some people are still able to get away with posting off topic sh* without being punished. Jokes shouldn't be concidered as going of topic in the first place.
Also name change bs. Once again some people got their name changed others? Others were ignored. It doesn't sound right doesn't it?

The main reason rules don't always have the same effect on users is become we have multiple moderators. some moderators are harsher then others. For example I tend to be very strict with flaming, while Kiyza is very strict with pirating. It's not that certain members get special treatment, its a question of which mod infracted you.
As for threads being locked deleted for us not liking them? Where does this happen? The only time we do this is with spam. The amount of Viagra ads posted on this site is actually quite humorous. Then there are the mod/site bashing threads which we usually leave open. But as the thread popularity tends to die off and the Thread starter is still unsatisfied they decide to make a new topic about the same issue. Yes we delete these on site as it is just spam.

3. Personal Feuds.
Why whole community has to participate in conflict that originaly includes just 2 or 3 people? It tears apart community since some people are like a f* leaves blown in the wind that feel the need to attach to someones ass (taking sides sh*).
Personal conflict should remain personal. When people try to gather attention of the public thats when the sh* starts.
+ In regular member vs mod conflict mods will always win. Why? Mods always delete or lock threads they don't like. Lets face it. I am not screaming "Corruption corruption". We just need more honesty don't you think?

This is the kind of Bs we try to avoid. But when it starts up and we try to get a handle on it before it snowballs, we're called corrupt. No one wants to watch these pointless arguments. Start a skype call and hash it out. Most of the time the rest of the forum is just making fun of both of your stupidity anyway.

4. Pointless thread locking/deleting.
For example let people have their DBOPS threads, let them talk. It is annoying, but if you keep deleting these people will still spam it again. Leave 1 active thread and let them speak.
Same should go to retarded fan boyish threads. They are annoying, but if 8 years old want to speak about ssj 4 let
them do it. Not everyone is adult in DBOCOM. Why kids are flamed in the first place?
Do not act so mature judging poor kids, when most of the time you pointlessly flame each other.

I already addressed this in the rules section, but I will add on to it. the only threads we delete right away when it comes to private server are the ones who refused to even search the forums before asking, such as "Where can I download" or "Is private server up?". We do tend to leave 1 topic up for these spam posts but sometimes they get locked due to inactivity. Threads automatically get locked after (I think) a month of no one posting. If you look through your threads created. You will notice that the old ones are all locked, if you ask a mod to open it for you, I doubt any would object.

About the idea that the overall intelligence of members and the quality of posts on the site going down, I feel the need to chip in and disagree.
I feel like with the recent lack of activity, there has actually been more intelligence in the posts. Of course, threads and posts in general tend to be less frequent, but if nothing else, there's less of the rampant "How do I play the game?" and "I want Super Saiyan *insert number here*!" Those used to be pretty much daily events. Now it feels like it makes up much less of what goes on around here.
Most of the members that are around right now are, to be honest, the more intelligent posters -- or at least the ones with better internet etiquette. The nice thing about having a quieter site is the lack of flame wars every hour because people just can't be nice to each other. Sure, it may seem like DBOCOM is dying, but at the same time, but it feels more like it's dormant. If it is dying, it's going out pretty peacefully.
I honestly do think that there's something in the future for Dragon Ball Online -- there was a lot of work put into the game's concept and hype surrounding that particular aspect. Part of me feels like the game was a failed experiment, but due more to the game's mechanics than anything else. Until then, we'll have the promise of a private server to look forward to. Once that's released, I imagine we'll see a spike in activity and we'll be back to the same old same old.

The Same old would be nice again...Well besides what you mentioned about the Flame wars ands the wanting more SSJ transformations other than that it would be cool to have the way The game and players were before.
P.S Im Kinda new to dbocom i played dbo but i never really bothered signing up here so i dont really know you people or what others are like here so i guess im the nub ^ ^
