A normal ban is an IP ban. If you are banned, you still can view the forums but you may not create another account or log in with another account. The IP ban stays until you are unbanned. If you are permanent banned, you have a permanent IP ban. If you are banned for 3 days, you have a 3 day IP ban. A determined user can still get around it (which is against the rules) but it helps to ensure people don't use multiple accounts to evade bans.

As far as I know this isn't true. Cit only applies the IP ban when users continually make account's after a ban. But back to the topic, I think it would be fine if only guild forums were available to banned user's. The only issue with this is that user's can just sign on as a guest. To counter this we would need to hide a portion of the public forums from guest's, only leaving the thread relevant to signing up on the site and in game. Adding a small post count requirement would help new user's find exactly how to sign up and would make finding new user's spamming to get access to the forums simple.
I've been apart of other forums where this system works well.
