I think yamcha says during the world tournament in Buu saga " your dad is the strongest human on earth" ( to kuririn's daughter forgot her name ) So it would appear Kuririn is the best but Tien has always been superior to him so unless he had a secret power boost without training ( very unlikely ) I would say Tien > Kuririn.

You know, I have to point out here, it's Yamcha. How reliable is his word? He probably hasn't seen Tenshinhan in 7 years by that point, 7 years he spent training in the wilderness. I have to wonder about his accuracy, but looking at it from an out-of-story perspective, one could say that Toriyama's pointing out that Kuririn's the strongest... But then again, he has a bad habit of forgetting that characters even exist, so... *coughlunchcough*

Maybe he didn't forget about her its that she just doesn't fit in if she was in i will just see her as someone who walks by and dies and then revived
