Even if it is Izuna i doubt he would be useless without his eyes. but i dont think he has the power to scare Madara. Although if it was Izuna who may hold a grudge he may hold some important information to how Madaras techniques work.

That's the only possible reason I would expect Izuna, but I expect something better and more shocking.
