As stated before, the 216 year problem can be solved by the fact that your characters don't come from the year 1000. They come from some other time period as discussed in this thread. Meaning they could have came from a time where a larger % of the population is some part Saiyan.
About wishing to be Saiyan, I don't think that's possible. Shenron wasn't even able to turn android 18 & 19 into full Humans and they were already 1/2 Human. How is he going to turn someone into a Saiyan if theres anywhere from no to only a tiny fraction of Saiyan in them?

Krillin explained it in Buu saga. He said "She is a human modified by Gero, but she has human organs." or something like that.
For the main topic, I think that Humans have saiyan genes, and can be awakened by Shenron. That is a theory. Or maybe this Shenron is a lot more powerful than before. |

Why would humans have saiyan genes? There were only 2 saiyans in the beginning on earth and I dont think it will have spread to thousands and thousands of descendants.

im not sure, the dragon could have something to do with making them part saiyan or at least making them super saiyan, its all still in the dark until we get some confirmation from the devs

But then there is no explain at all of why humans can change his aura, hair and eyes in matter of seconds. Are they master hairdressers?XD

If they're from the future that would give the Saiyan genes enough time to spread and, in the Earth they're from, a higher % of the population can posses them. The "awakening power" theory is the only one that currently makes sense as it's the only one that is possible in the Dragonball world (we don't know that Shenron can't awaken powers, but we do know he can't make you a Saiyan).

i agree whit Citrinate and the races maybe come for the future , when the saiyan blood is more common or as ESCachuli says they master hairdressers XP jaja |

well its possible that with all the percentages and stuff that if they cam from even further in the future then its possible that these humans could have gotten the dominate Saiyan gene which would cause them to possibly turn super saiyan

That could be. keep in mind that toriyama never talked about saiyans and half saiyans. he did it once, but he never made the diference, only Gohan had hidden power, but trunks and goter were normal saiyans.
When he talked about Pan not going SSJ because of his blood, he later said that he cant imagine a girl with SSJ caracteristics.
So, half saiyans are saiyan at last.
