I don't think there's really anything else that can be said in this thread. There just isn't a foolproof way to deal troublemakers on the internet. If someone really wants to view the forum or bypass a ban, they'll succeed because there's always a way.
In the end all you can do is have a team of mods that can quickly deal with it. That's already taken care of.
To take away a criminal, you have to kill him, so i suggest that instead of banning people, find their location and go kill them IRL, so that they won't do bad things again, i mean, that's logic.
I'm almost positive there's an IP ban automatically put in place for any banned user. It is, however, extremely easy to get around an IP ban for any determined user. (Not going to say how because of obvious reasons)

Instead of making new accounts the banned users can view the forum but not post.
Its the posting that's the harsh punishment. You can view but you sadly can't express your feelings/opinions/thoughts so they will think twice before breaking the rules again.
Other than that i think the community is pretty stable and doesn't require harsher punishments.
i agree =3 i think taking there privilege away from seeing the forums is a bit harsh.. So Niko is right, not letting them express there feelings is good enough.
