Well android 19 was gero`s first android and he had him transpland his brain into android 20 to prevent death from old age , and that being said it could mean after that he keept working on perfecting the androids and 16 , 17 and 18 and were later models wich he keept as backups maybe because he wasnt sure of how obedient they were and cell was programed to absorb 17 and 18 to reach perfection and was his 'perfect weapon' made as a failsafe by his super computer maybe in case gero falls in battle and dosent get the chance to activate 16 , 17 and 18 or in case they betray him again and he was just designed to absorb 17 and 18 since they were the strongest androids gero made and gero wasnt included in the absorb list in case his plan succeded , remember gero got the chance to activate them after fleeing from ssj vegeta (he belived the heart disease he used on goku would be enough to assure his victory im guessing and maybe if future trunks hadnt showed up to warn them about the androids 3 years before they came vegeta wouldnt be able to go ssj thus goku would die from the heart virus and vegeta and the others would end up killed by android 20 and 19)

Okay well first things first, android 19 is designated android 19 because he was 19th in line not first
Second, from what I recall Android 20 is not just the transfer of Dr Geros brain but his entire body too, otherwise how would Bulma have recognised him from that magazine cover or whatever it was
Thirdly, fair enough I understand the concept of him turning himself into an android, he was old, he was weak, androids long living, super powerful, any genius would think it was a good idea, assuming they could pull it off lol
Fourthly as previously mentioned the androids were named in succession in which they came so 16, 17 then 18. However Dr Gero was going back to his previous work to make enhancements, such as the case with 16.
Okay now everything you said until now is only slightly meh and isnt a bother to me, but here is where its ugh.
-As i said before the DBZ idiot moment is that Dr Gero turned himself into the weaker type of android the energy absorbing type (such as 19) rather than the unlimited energy type such as 17 and 18. 17 and 18 are obviously stronger and far more durable in battle, it would only make sense to turn himself into this type, but perhaps it was too difficult for him to do the surgery or whatever was necessary on his own to achieve this.
-Yes, Cell was programmed to absorb 17 and 18 due to them being far stronger than all the fighter cells that encompassed his being already. But my comment on this was a purely "What If scenario". If Dr Gero had become an unlimited energy type android, then theres no reason to assume he could also program cell to absorb him into his being instead and if he was smart enough make his consciousness the superior one and thus take control altogether of this incredibly stronger and supposedly perfect being.
-As for Cell, Cell was watched over by the computer and not Dr Gero himself because at this point of creation, Dr Gero was not yet an android and feared he would have died of old age before his completion, looking from Future Trunks line you also see in the anime him working on cell much longer than in the present until 17 and 18 kill him again in a similar fashion in the labarotory basement

when or where, anime, manga, or otherwise has it ever been stated Dr Gero gave Goku the heart disease? because i would truly love a reference to that one lol.
As for the wiki im sure kiyza will happily point out its full of errors, and although its implied or at least logical that Dr Gero had one of his androids such as 19 or the computer watch over/perform the operation to turn him into an android, i dont recall it ever being mentioned anywhere, or perhaps theres a dbz special somewhere i havent yet seen, if so point me in the direction again, i could always do with more stuff to read
