hey the files in my DL_temp folder are deleted and the simple patcher is not working

Ok, so from version 1.57.21, all I had to do was create the DL_Temp Folder in ProgramFiles(86)>DB_CT_TW and paste the latest .RTP patch(es) (In my case 1.57.23.RTP) in it. Then run the DBO Launcher and it should just check the patch files without downloading. Use a cache cleaner or something to wipe temp files before running launcher if that doesn't work.

IM trying to download the RTP patches for my version (1.57.23) but either it comes up with '404 Not Found' or it displays a page with a bunch of chinese writting and makes my explorer not respond?
any suggestions?

launcher does integrity check.
i get that weird message that it supposed to mean that the launcher is offline...
game says it failed to initialize or something.
