They aren't even making profit from this. They are just trying to crush peoples dreams for a better DBO people will play. For one bugs can get fixed, glitches, etc. GMs will be online, and much much more. There won't be any type of thing people can make money out of in this game (aside from zeni) because there won't be any cash shop. And other things.

People won't buy the game, its going to be free. If they make profit from it, it will 100% be illegal. But they aren't making money from this, they are doing something to rebuild DBO in a better way.
You can still have a cash shop as long as you dont call it that. the items can be obtain through other methods like grinding away for zennies to buy it and they set up a gift service for donations giving shop points. Like donate this much and get said shop points as a gift or even give exclusives for big donations that arent available in the shop. As long as all money goes back into the servers and game and no one profits its legal and would have the potential to be a very well self sustaining game. If every dollar earned off dbo had to be spent on its upkeep and development wed have a great game available to play for years
